EU renews its terrorist list

The list includes Hamas and the ‘Hamas -Izz al-Din al-Qassem, the ”military” wing of Hezbollah, the Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine (FPLP), the Popular Front for the Liberation of Palestine-General Command and the Directorate for International Security of the Iranian Ministry for Intelligence and Security.

BRUSSELS—The European Union has renewed its EU terrorist list, which sets out persons, groups and entities subject to restrictive measures with a view to combating terrorism which threatens the security, the values of Europe’s  democratic societies and the rights and freedoms of European citizens. 

The list includes Hamas and the ‘Hamas -Izz al-Din al-Qassem, the ”military” wing of Hezbollah, the Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine (FPLP), the Popular Front for the Liberation of Palestine-General Command and the Directorate for International Security of the Iranian Ministry for Intelligence and Security.  

Persons, groups and entities on the list are subject to the freezing of their funds and other financial assets in the EU. It is also prohibited for EU operators to make funds and economic resources available to them.

The EU Council first set up the list as implementation of  United Nations Security Council Resolution 1373/2001 that followed  the terrorist attacks of 11 September 2001.

The list is reviewed at regular intervals, and at least every six months, on the basis of a regular exchange of information between member states on any new facts and developments relating to the listings.

This sanctions regime is separate from the  EU regime implementing UN Security Council resolutions targeting the Al-Qaida and ISIL/Da’esh groups. The EU also has its own sanction regime which allows the EU to apply sanctions autonomously to ISIL/Da’esh and Al-Qaida and persons and entities associated or supporting them.

The EU lists the Hezbollah ‘’military’’ wing as a terror group but not its ‘’political’’ wing. A distinction which is opposed by Jewish groups but also by some politicians.

The German parliament last year voted a resolution calling for  the whole Lebanese Shiite group to be put on the EU terror list.

Israel, the US, Canada, the UK, the Netherlands and the Arab League are the countries or entities that classify the entire group as a terrorist organization.
